A) A responsive website. This is a fluid design that adapts depending on where the site is accessed from to give the user an optimal viewing and browsing experience from whichever decide they may be using. It responds to the user. It also allows you to work with only one single website URL.
B) A mobile website. A mobile website is essentially a reset of the desktop site; it is a custom, separate website URL that provides a unique experience for your consumers. It is usually better to create a mobile website when you have a heavy in content or flash dependant web page. A user who accessed your web page through a mobile device will be automatically redirected to a mobile version.
